Start building more, where ? maybe the beach !
The Burj al Arab beach has a very long fence going up, all the way from Umm Suqeim Fishing Port to beyond Umm Suqeim Park. It looks horribly like a typical construction site fence.

I think they need something like a place to walk, it's road & then beach ... i don't know if this is also in california and l.a. but beaches i love have a kind a catwalk along the beach where you can walk, drive bicycles, eat something, i don't see balloons for children and shops etc... dubai seems to be in the 'early ages' maybe in 2050 i can deliver the go-carts :)
